The story is set in the 21st century in an alternative Ottoman Empire. The Germans won WW I and hence there was never a need to dismantle the Ottoman Empire, which has survived for more than a century. The story is set in the city of El-Iskandria (Alexandria) in an autonomous Egypt within the Ottoman Empire. The protagonist is Ashraf Bey who has escaped from a Seattle prison, wanted in a murder which he does not remember committing.
